Workers unload cement bags at the Tamil Nadu Civil Supplies Corporation’s godown in the city.The Tamil Nadu Civil Supplies Corporation (TNCSC) has begun the distribution of cement at a concessional rate of Rs. 200 a bag.District Collector Neeraj Mittal, in a release, said that those who had given building plan approvals by July 1, 2007, with a construction area not exceeding 1,000 square feet would be given a maximum of 100 bags of cement.Those in need should apply to the jurisdiction Tahsildar and get allotment orders from the Deputy Tahsildar (Headquarters).

In Coimbatore, cement would be supplied in the following TNCSC stock yards: Poosaripalayam in Coimbatore, Mettupalayam, Avanashi, Kangeyam Road in Tirupur, Palladam, Pollachi, Udumalpet, Valparai, Vazharmathi stock yard in Tirupur and Care stock yard in Kavundampalayam.The application should provide details such as present address, construction site address, survey number of the site, approved building plan copy, approved extent of construction, if it were to be an ongoing construction – the extent completed so far, residence or address proof such as family card or voter ID card and a declaration that the same would not be used for any other purpose and also that the applicant was aware that legal action would be initiated against him/her in the event of misuse.

In the first phase, a total of 6,845 tonnes had been allocated for Coimbatore and Tirupur had walked away with the highest allocation among that, officials said.Rural Industries Minister Pongalur N. Palanisamy, Collector Neeraj Mittal and District Panchayat Chairman C.R. Ramachandran took part in the inauguration of the sale at Kavundampalayam stock yard.Secretary of Coimbatore Consumer Cause, K. Kathirmathiyon, in a memorandum to the Chief Minister had thanked the Government for the decision to sell cement at concessional rate.Mr. Kathirmathiyon sought to revise the conditions for eligibility criteria. The decision that revenue inspectors would inspect and recommend allotment in case of those not having plan approval was not appreciable.

The Government had regularised all the sites in the unapproved layouts by a simple procedure till December 31, 2007. Hence, there should be no difficulty in the approval of building plans and there were chances of unapproved constructions going beyond 1,000 sq ft.Mr. Kathirmathiyon requested that unauthorised constructions may be declared as ineligible to get cement at concessional rate.He also requested the Government to fix a time norm for the issue of allotment order from the date of submitting application so that the people need not visit the taluk office frequently.He also welcomed the Government decision to import one lakh tonnes of cement every month. The cement producers had said that the construction growth in Tamil nadu.

IT raid at Coimbatore

Concealed income to the tune of Rs 10 crore was detected at income tax (IT) raids at various places in Tiruchy and Coimbatore districts, an official release said here. The release said the personnel swooped on the business premises and residences of four groups of builders in the cities yesterday and detected "concealed income" of Rs 10 crore in property sale deals.Undisclosed cash and jewellery worth Rs 34 lakh was also seized and Rs 80 lakh fixed deposits in banks were being verified, the release added. About 120 personnel were engaged in the raids.

IT dept focussing on violations by banks and local bodies

Coimbatore: Income Tax department, Coimbatore, is focussing on nearly 50 banks that failed to deduct tax on payment of interest to depositors and local bodies that failed to remit the Tax Deducted at Source (TDS) in payments to contractors, Chief Commissioner of Income Tax O.P. Sachan said on Thursday.

Mr Sachan was talking to mediapersons on the annual performance of the department in Coimbatore, Erode and the Nilgiris along with Commissioners of Income Tax J.C. Mishra and Arun P. Pawar.Mr. Sachan said nearly 50 banks in the region had failed to deduct tax on payment of interest to the depositors. The bankers citing shortage of manpower had neither deducted nor guided the recipient of interests properly. Neither the banks nor the investors had forwarded the forms 15G/15H to the department on time in a number of cases.

These forms were meant for declaring that their total income was not above the taxable limit. In many cases the banks without even ascertaining the total income had guided the investors to file these forms. The department was already on the job of sensitising the banks initially and then initiating action against them. The recipient of interest from the bank was liable to pay a penalty of Rs 100 per day for the delay in filing these forms, they added.

Similarly, the focus is now on local bodies, especially the panchayats, that had failed to remit the tax i.e., the Tax Deducted at Source (TDS) in the payments made to the contractors for the last few years. The department was addressing the problem by talking to the assistant director of panchayats at the district collectorate in sensitising the local bodies to deducting the tax promptly and in remitting the same to the department account. This had been the case with nearly 500 panchayats, a number of town panchayats and municipalities in the region, Mr. Sachan said.

The hosiery town of Tirupur had the potential for higher tax income by virtue of huge business volume. The town had 45,933 assesses on record and the tax revenue had been growing year-by-year with more and more contract and sub-contract dealings. Since, there was a norm that a place should have a minimum of one lakh assessees to qualify for a commissionerate, there was no proposal to have a commissionerate at the moment. Tirupur was upgraded into an additional commissioner level only recently and probably it would qualify for the commissionerate in the next few years, Mr.Sachan said.
